PRESHUTE PARISH COUNCIL 2 - 2021/22  

Minutes of the PARISH COUNCIL MEETING held on the 30th June 2021 at 7.00pm at Manton Village Hall, Marlborough.

Present:  Cllr P Morgan (Chair), Cllr S Mills, Cllr I Wroth & Cllr J Penn.
 
In attendance:  Mrs S Roberts (Clerk), Unitary Cllr J Davies & 2 parishioners.

18.    Minutes of the previous meetings
•    The minutes of the meetings held on 17th May 2021 was approved unanimously and signed as a true record. 
19.    Clerk’s Report
•    The Clatford noticeboard supports have now been refurbished and the cork stuck down.

20.    Report from Unitary Councillor Jane Davies
•    Unitary Councillor Jane Davies spoke about the Solstice celebrations that took place on the Ridgeway.  It had been noted the significant increase in vehicles, comcerns raised about vehicles camped up overnight in the surrounding villages preventing the bus from getting through and in particular concerns over damage to archaeology on the Ridgeway.  Wiltshire Council have acknowledged this needs to be dealt with differently next year with a more proactive and combined approach with the police, National Trust and other agencies.
21.    Appointments to other positions
•    Commuications Representative – Cllr P Morgan.  Cllr I Wroth proposed, Cllr J Penn seconded.
•    Emergency Response – this vacancy will be filled at the September meeting.

22.    Neighbourhood Plan (NPWG)
•    Cllr P Morgan gave a brief update on the Neighbourhood Plan.
•    The revised Terms of Reference were approved.  Cllr I Wroth proposed, Cllr J Penn seconded.
•    It was agreed to circulate the Travelling Draft to all councillors prior to the next meeting.  Action S Mills

23.    Finance

a)    The Council received and noted the annual internal audit report 2020/21.
b)    The Council approved & completed the Annual Governance Statement 2020/21.
c)    The Council approved & completed the Accounting Statements 2020/21.
d)    The RFO to announce the commencement date of the exercise of public rights as July 1st, 2021.
e)    The Council confirmed the Parish Council is exempt from External Audit for 2020/21 and meets the following criteria:
Total gross income and total gross expenditure below £25K; and no public interest report/statutory recommendation/advisory notice/judicial review/application to court re unlawful item of account issued by its external auditor in the prior year; and been in existence since before 1/4/2014.
f)    The Council approved payments of outstanding cheques.

24.    Planning
The Council considered the following Planning Applications:

PL/2021/04400 – 1-4 Eagle Cottages, Rockley SN8 1RT – proposed extensions and alterations to all four cottages.  The Council reviewed the plans, considered the application and agreed to raise No Objection.

PL/2021/05212 – Manton Park Farm, Downs Lane SN8 4HB – erect of a farm building (part retrospective) and associated works including providing a level yard.  The Council reviewed the plans, considered the application and agreed the following response:
The Council raises no objection in principle to the barn itself but have concerns about the new high fence erected which currently breaks the skyline and is intrusive on the setting of the AONB.  The Council would like to see it conditioned that planting be placed to obscure the barn from the south and the fence on Downs Lane to be reduced to 1.5 metres so the view of the skyline to Hackpen remains uninterrupted.

PL/2021/04488 – 29 Manton Hollow, SN8 1RR – replacement of existing conservatory with single storey rear extension with a flat rood.  The Council reviewed the plans, considered the application and agreed to raise No Objection.

Access to Cotton House Farm – an email has been sent to Steve Leonard in Rights of Way at Wiltshire Council to seek clarification on the access created across part of the Common.
25.    Traffic
•    Flooding at Clatford crossroads – a lengthy discussion took place as to how best to alleviate the problem.  Thames Water claim it is the responsibility of the landowner and the landowners are not in agreement.  It was agreed a letter should be written to Thames Water and copied in to Martin Cook at Wiltshire Council Highways highlighting the dangers of the flooding and also the wastage of water and requesting the issue be resolved as a matter of urgency.      Action I Wroth & Clerk
•    The request for safety measures for Byway PRES12 at the junction of the A4 (Bath Road) have been approved by CATG and discussions taken place about measures to implement to include clear signage warning of the road and further signage on the A4 warning of the Byway have been agreed.  There is a possibility of  a change in the surface nearing the end of the bridleway although concerns have been expressed over the suggestion of speed bumps, there was a strong feeling these would not be appropriate for horses and further discussions will be required before implementation. 
26.    Rights of Way
•    The field between Manton and Clatford is being regularly used by dog walkers who do not stick to the footpath and do not always pick up after their dogs, Cllr S Mills had previously agreed to talk to the owner of the field about various suggestions and to request the gate or stile.  It was agreed to adopt a watch and wait approach for the time being.
•    Record of Deposit of footpath to north of Free’s Avenue – an email has been received from Steve Leonard clarifying this is a notice placed by owners and is used to protect land and prevent future claims of public rights of way through use.
•    Cllr P Morgan advised the West of Marlborough Traffic Group are due to meet with Danny Kruger MP and other agencies on Friday 9th July to discuss the wider issue of traffic on the A4 and to push for the 50mph to be extended to cover the entire length between Beckhampton and Marlborough.
