Minutes of the PARISH COUNCIL MEETING held on the 22nd March 2021 at 7.30pm remotely through Zoom.

Present:  Cllr P Morgan (Chair), Cllr S Mills, Cllr J Penn & Cllr J Clark.
In attendance:  Mrs S Roberts (Clerk) and Unitary Cllr J Davies.

62.    Minutes of the previous meetings
•    The minutes of the meetings held on 26th January 2021 and the Extraordinary General Meeting of the Council held on 23rd February 2021 were approved unanimously and will be signed at the next available opportunity as a true record.  
63.    Clerk’s Report
•    Training – the Clerk has been on various training courses over the last twelve months and it has become apparent that there are some gaps in her Parish Council knowledge.  It is now becoming good practice and being requested by councils for clerks to gain the CILCA qualification within two years of appointment.  The Clerk requests she undertakes the ‘From ILCA to CILCA’ before the summer which is the intermediate qualification following on from the ‘ILCA’ which she is currently studying, with a view to doing the CILCA later in the year.  The CILCA is the equivalent of an A level (it must be completed within 12 months) and on completion means the Council can apply to become a Quality Council.  Kennet Valley Parish Council have already paid for the ILCA and have agreed to share the cost of the CILCA with Preshute PC subject to Preshute agreement. Further details on both courses have been distributed to all the councillors.  The Council agreed unaimously to fund the ‘From ILCA to CILCA’ now and to share the cost of the ILCA with Kennet Valley Parish Council later in the year.
•    Website – this has now been designed, is available for viewing and ready to be populated.  The Council were happy with the current layout and colour scheme and agreed an emphasis should be put on the Neighbourhood Plan on the front page.  More photos are needed and the councillors were asked to send these onto the Clerk.  The Clerk will begin populating the website once she has finalised the year end accounts.  Action Clerk   

64.    Annual Meeting & Annual Parish Meeting
•    The Bill (Coronavirus Bill) which enables the Council to hold virtual meetings expires at midnight on May 6th 2021, after this the Council must meet in person to comply with the law (Local Government Act 1972).  There is currently much debate about the interpretation of this as the original law does not prohibit virtual meetings and were not a consideration in 1972.  NALC are lobbying the Government for the relevant clause in the Coronavirus Bill to be extended but in the meantime, by law the Council must hold an Annual Meeting in May in person.  Taking into consideration the current ‘Stay at Home’ restrictions imposed by the Government the Council considered whether to hold the Annual Meeting in person or virtually.  The Annual Parish Meeting is required to be held by law before June 1st and a decision will be taken on this at the Annual Meeting in May when hopefully either further guidance will have been received or the clause in the Coronavirus Bill extended.  The Council agreed unanimously, in the interest of the safety of its councillors and parishioners to hold the May Annual Meeting virtually regardless of whether or not the current Coronavirus Bill is extended.

65.    Local Council Elections
•    The Local Council Elections are due to take place on 6th May 2021.   The Parish Council currently have seven seats and all existing councillors are encouraged to complete a nomination form.   The forms would need to be delivered to Chippenham and an appointment made for their delivery, it is recommended that this be carried out by one person if possible.  The nomination forms have been circulated as well as further information and key dates.  The form needs to be proposed by an individual on the Electoral Roll of Preshute Parish who must be over 18 and they need to be submitted by 8th April 2021. Cllr Joy Penn agreed to deliver the completed forms to Chippenham.  Action Cllr J Penn

66.    Neighbourhood Plan (NPWG)
•    The Group has received a total of 18 responses so far to the questionnaire and a reminder will be sent out shortly to all those who have not yet responded.  Most of the key landowners within the Parish have been identified and contacted as well as the main agencies.  Wiltshire Council have been very helpful with providing local mapping for the footpaths.  The Group is currently meeting every two weeks and the proposed timescales are running as planned.

67.    Finance
•    The accounts for the year to March 2021:

68.    Planning
•    The application for a new access road and weighbridge to a grain store at the top of Downs Lane at Manton Hollow to which the Council objected has been withdrawn.

69.    Traffic & Rights of Way
•    CATG have agreed to a site meeting to discuss the safety barrier request for footpath PRES12 at the junction of the A4 (Bath Road).  Unitary Cllr Jane Davies agreed to persue this with Martin Cook and Steve Hind.  Action Unitary Cllr J Davies
•    The conifer trees on the A4 opposite the Clatford turning have become unsafe and need to be removed.  The trees currently provide screening from the road and an element of noise reduction to the houses behind it and the house owners are not in favour of its removal.  The Council agreed to write to Wiltshire Council to see if any kind of compromise could be made and also to contact David Oliver a local tree surgeon who lives close to the trees to provide a second opinion.  Action Cllr J Penn & Clerk

70.    Community Governance Review – CLOSED SESSION
•    The Council discussed the Community Governance Review but agreed no decisions could be made until after the May Elections.
