PRESHUTE PARISH COUNCIL - 2021/22  

Minutes of the EXTRAORDINARY GENERAL PARISH COUNCIL MEETING
held on the 31st August 2021 at 7.00pm at Manton Village Hall, Marlborough.

Present:  Cllr P Morgan (Chair), Cllr S Mills & Cllr J Penn.
 
In attendance:  Mrs S Roberts (Clerk)

1.    To receive apologies for absence
•    Cllr H Wroth, Cllr I Wroth & Cllr J Clark sent apologies.
2.    To receive declarations of interests
•    None
3.    Rights of Way
The Council resolved to approve the financial contribution of £148.96 to CATG for the provision of a ‘Caution, main road ahead’ sign to be erected on PRES12. Cllr S Mills proposed & Cllr J Penn seconded.  It was noted it would not be possible to have signage on the A4 at this location.  Cllr J Penn expressed concerns around the suggestion of speedbumps in the interest of safety of horses.
4.    Planning
The Council considered the following application:
PL/2021/07521 – The Chapel, Manton House, Marlborough, SN8 1PN – conversion of the Chapel to form a 2 bedroom dwelling and associated works.  The Council reviewed the plans, considered the application and agreed the following response:
The Council raises no objection to the application and fully support the re-use of the redundant building, which is in line with the emerging draft Preshute Neighbourhood Plan. 
5.    Neighbourhood Plan (NPWG)
•    Cllr P Morgan gave a brief update on the Neighbourhood Plan.
•    All Councillors had received a draft copy of the Travelling Draft of the Preshute Neighbourhood Plan for comments.
•    Cllr J Penn suggested a possible location for a Copse of Trees at Rockley.
•    It was agreed any discussion on the possibility of any extremely limited housing provisions or additional business units would need to be taken at a further date when more councillors are able to attend and more research has been carried out by the Preshute Neighbourhood Plan Working Group.
