PRESHUTE PARISH COUNCIL 2020/21
Minutes of the EXTRAORDINARY PARISH COUNCIL MEETING held on the
9th December 2020 at 7pm remotely through Zoom.
Present: Cllr P Morgan (Chair), Cllr I Wroth & Cllr
In attendance: Mrs S Roberts (Clerk) and 1 member of
Public participation – questions and answers from the public.
There were no questions from the public.
1. To receive apologies for absence
Apologies were received from P
Pearson, H Wroth and S Mills, these were approved.
2. To receive declarations of interests
Cllr I Wroth declared a non-prejudicial interest in the
setting of the Precept due to living in the Parish.
3. Consider the draft budget for 2021/22
The council considered the budget and discussed the
proposed expenditure. It was noted the increase for
donations due to Preshute School plans to upgrade the playground,
the exact amount is to be agreed once their plans are finalised.
The council discussed current donations and considered Friends of
the Ridgeway, Action for the River Kennet, Marlborough Area
Poverty Action Group and the Free School Meals for Kids. It
was agreed to put this item on the agenda for the January
meeting. Action Clerk
The Preshute Neighbourhood Plan will require some funding although
it is hoped there may be some grant money available.
The Clerk advised she had recently been on a budgeting training
course where among other things reserves had been discussed.
It is now considered appropriate for councils to hold a minimum of
a quarter of the Precept in reserves and acceptable to hold up to
12 months. Anything over and above the Precept should be
earmarked for a particular purpose. It was agreed it would
be appropriate to leave the Precept at the existing level taking
into consideration the current bank balance and future
expenditure. The Council resolved to approve the draft
budget. Cllr P Morgan

4. Set the Precept for 2021/22
The council agreed to set the Precept at £4015.
This would be a decrease of £6.00 taking into consideration the
Tax Base provided by Wiltshire Council and would show on the
Council Tax bills as a zero % change from 2020/21. Cllr I
Wroth proposed & Cllr J Penn seconded.
5. Review the Asset Register
Preshute Parish Council currently own 2 assets, the bus
shelter and the noticeboard. It was noted the value of the
noticeboard would increase next year due to the board being
replaced this month.
6. Approve the updated Risk Assessment.
The council reviewed the Risk Assessment. Pandemic has
been added to the register.
