PRESHUTE PARISH COUNCIL 2019/20


Minutes of the PARISH COUNCIL MEETING held on the 9th March 2020 at 7.45pm at Manton Village Hall, Marlborough.

Present:  Cllr P Morgan (Chair), Cllr H Wroth, Cllr I Wroth, Cllr J Penn & Cllr J Upton.
Apologies:  Cllr S Mills & Unitary Cllr J Davies
In attendance:  Mrs S Roberts (Clerk).

Declarations of Interest & Dispensations – None
1.    Minutes of the previous meeting
•    The minutes of the last meeting held on Monday 21st January 2020 were approved and signed as a true record. 
2.    Amenities
•    Bus Shelter – Cllr Joy Penn agreed to arrange for the necessary repairs to the bus shelter to be carried out.  Action Cllr J Penn
•    Notice Board – Marlborough Joinery have agreed to provide a quotation to replace the old board with a new hardwood lockable one.  Action Clerk
•    Dog bins – agreement has now been reached with Manton House for the provision of a dog bin at the Gravel Hill car park.  It was suggested another bin could be placed at the Clatford end of Westwoods in the parking area.  The forestry commission will need to be approached for permission.  Action Clerk
3.    Finance
•     Internal Audit – Graham Kitchen has kindly agreed to carry out the internal audit for 2019/20.
•    Bank Account – The bank balance currently stands at £14735.84.
•    AGAR – This will need to be completed and approved at the May meeting.
•    The following cheques were approved and signed:
    100517    Clerk Salary
    100518    Clerk expenses
    100519    WALC – New Councillor Training    £250.26
    100520    SLCC – membership            £58.50
4.    Highways
•    Bayardo Road – A flooding sign is now in place.  Some remedial works have been carried out and to date the road has remained fairly clear of standing water.
•    West of Marlborough Traffic Group – A full report will be provided at the next meeting.  Action Cllr P Morgan
5.    Emergency Response
•    Communities Prepared and Resilience Evening 29/01/20 – Cllr H Wroth attended. SSE is offering grants for emergency equipment.  It was agreed the PC should apply for a grant for a snow plough.  Action Cllr H Wroth
6.    Training
•    All Councillors have now attended New Councillor Training.
•    Neighbourhood Planning – Cllr Peter Morgan attended an informative training session.
•    Audit Training – The Clerk attended a training course on auditing for Councils.
7.    Website
•    The Clerk now has access to the website.
•    Cllr Peter Morgan agreed to look at the Website Accessibility Regulations to check the new website is compliant.  Action Cllr P Morgan
8.    Annual Meeting & Annual Parish Meeting
•    Annual Meeting - It was agreed to look at having representatives rather than separate committees.  Positions to be considered are Traffic, Assets, Emergency Response, Rights of Way and Finance.
•    Annual Parish Meeting – it was not considered necessary to arrange a speaker this year.
9.    Marlborough Area Neighbourhood Plan
•    The meeting was closed to the public for this item due to the need for confidentiality.
•    The Council reconsidered its position regarding the MANP and after much debate agreed Preshute would remain in the MANP although the formal objections the new housing proposed on the area of land known as ‘Barton Dene’ which falls within the Preshute Parish boundary on a Greenfield site in the AONB still stands.
•    It was agreed Cllr Peter Morgan would hand over as the representative on the MANP to Cllr Simon Mills.  In the event that Cllr Simon Mills is unable to attend the next meeting on 19th March Cllr Joy Penn agreed to attend accompanied by the Clerk.
10.    A.O.B.
•    Councillor Jean Upton tendered her resignation.  She has been a member of Preshute Council since 1975 and the Council expressed their sincere thanks to her and very best wishes.
